General scaling:
-Up to 90(P)-95(S) BP is 100 accuracy unless there is a significantly powerful effect.
-100 BP moves have 90 accuracy, unless there is a powerful effect or detriment. Earthquake left as an exception.
-120 BP moves have 85 accuracy, 80 if accompanied by a 30% chance for status or if it hits all opposing pokemon.
-A negative effect like a stat reduction allows a move to jump up a tier in accuracy per stat drop.
-Multi-hit moves are determined by their average damage.
-Some signature moves may be allotted slightly higher power budget to account for their rarity (e.g. Fusion Bolt).
-Many moves have also been updated to what they are in later generations (e.g. Will-o-Wisp at 85).
